Serving Clackamas, Multnomah, and Washington Counties, the Regional Water Providers Consortium is a group of 23 water providers and the regional government Metro. Participation in the Consortium is voluntary and is funded through membership dues.

10 Portland metro area water providers are offering a rebate for replacing a toilet that uses 1.6 GPF or more with a WaterSense certified toilet. The participating water providers include City of Beaverton, City of Tigard, City of Gresham, City of Hillsboro, Rockwood Water PUD, Tualatin Valley Water District, City of Gladstone, Oak Lodge Water District, South Fork Water Board (cities of Oregon City and West Linn), Sunrise Water Authority, and City of Lake Oswego.
